We "can't afford" a comprehensive network of rail-based passenger services, but we can continue throwing money at concrete slabs which will practically be obsolete even before they're dry?!
Do we CARE about energy costs (or availability)?! Do we CARE about our environment?! Do we CARE about our children's (and _their_ children's) future?!
Never mind. Those are all rhetorical questions. I already _know_ the answers.
