I think local boards should be appointed as well. None of the elected ones that I know of are functional.

People with backgrounds in education should make educational decisions; the morons who get elected to school boards at both the state and local level only add to the problems created by poor education adminstrations around the state, and take those few districts with good adminstrations down a level by their ineptitude. You could count the good school board in Texas on one hand....fortunately, two places I have lived, Highland Park and Southlake, are two of those...
