Rooftop sign: "(expletive) U FAA"

Faa_2A Pennsylvania couple was upset over recent FAA changes to departure headings at Philadelphia International Airport which has created a lot of jet noise in their neighborhood. And they claimed they could never get through the agency's automated phone system to complain.

So they wrote the agency a not-so-nice message in seven-foot tall letters on the roof of their house that can be seen from the air.

Is F by itself an expletive? I mean, it obviously represents one, but (expletive) U is just as obvious.
